Through a Google Form into a validated sheet, yes, and that is usually the most reliable option for a distributed team. Where rostering software already exists, we would work from its export instead of duplicating it.

Can you migrate an Excel file to Sheets, or the other way?

Yes, though a direct conversion rarely works well for a complex file. The formula behaviour and performance characteristics differ enough that a rebuild against the same requirements usually produces a better result.
